In its continued effort to promote a new approach to local development that positions cultural and environmental identity as a driver of change, APLA contributed to the development of the “Prophet Noah Cultural and Environmental Trail” in Dura, in cooperation with Dura Municipality and the Ministry of Tourism and Antiquities. The trail was launched through a community awareness walk, embodying the concept of identity- and participation-based development, as part of the Community Engagement Program implemented under the project “Empowering Palestinian Communities to Utilize Sustainable Development Opportunities,” funded by the Belgian Development Agency (Enabel in Palestine).
The trail serves as a practical model for integrating cultural heritage into local development, merging historical and environmental dimensions within municipal work, and transforming public spaces and heritage sites into living interaction points that redefine the relationship between people and place. APLA played a leading role in shaping this vision on the ground through technical supervision ensuring alignment with the municipalities’ developmental objectives, and translating these into tangible tools — from designing and marking the trail to developing a smart interpretive signage system equipped with QR codes, provided and installed by APLA in coordination with the municipality and the Ministry of Tourism and Antiquities. This integration turned the trail experience into an educational and developmental journey at once.
This initiative reflects APLA’s philosophy of empowering municipalities to move beyond their traditional service role toward becoming developmental actors driving local transformation. It exemplifies a holistic understanding of development that connects culture, environment, local economy, and community participation, reinforcing the municipality’s position as a catalyst for sustainable and inclusive growth and renewing the connection between citizens and their local spaces.
The intervention also aligns with SDG Target 11.4, which calls for protecting and safeguarding cultural and natural heritage. APLA translates this global goal into concrete local practice by supporting municipalities in integrating heritage dimensions into their development policies and plans, thereby strengthening people’s sense of belonging and ensuring the sustainability of local resources.
