The Association of Palestinian Local Authorities Discusses Community Participation Tools and Environmental Policies within the Efforts to Localize the Sustainable Development Goals

The Palestinian Association of Local Authorities (APLA) held a consultative workshop that brought together representatives from ten member local authorities of the SDG Taskforce’s core team to discuss effective mechanisms for enhancing community participation and developing local environmental policies rooted in development priorities and municipal realities. The workshop focused on presenting practical tools and exchanging field-based experiences.

During the session, APLA presented its comprehensive Community Engagement Guideline, designed to strengthen community involvement in sustainable development efforts and to bridge the gap between citizens and local authorities in decision-making processes. The program comprises over 70 practical activities covering awareness and education, capacity building, policymaking, advocacy, inclusion, community participation, institutional relations, and sustainable change. The discussion enabled participants to propose additional activities based on their own local experiences and plans, contributing to the development of feasible interventions that generate tangible impacts across various municipal contexts.

In the environmental policy segment, environmental expert Dr. Huthaifa Al-Ashqar presented the findings of the first phase of preparing the National Guidelines for Local Environmental Policies, which he is currently developing under APLA’s efforts. These include a review of relevant reference materials, alignment with the Sustainable Development Goals, and identification of environmental mandates delegated to local authorities. His presentation served as a springboard for an in-depth discussion on priority environmental policies and mechanisms to activate them through procedural tools such as checklists and participatory mechanisms, supported by practical examples from the Palestinian municipal context.

This intervention is part of APLA’s ongoing efforts to implement its SDG Localization Plan, which aims to support local authorities in aligning their policies and plans with the 2030 Agenda. These activities were carried out under the project “Empowering Palestinian Communities to Utilize Sustainable Development Opportunities”, supported by the Belgian Development Agency (Enabel).
